Expose a small, reproducible RL/evaluation environment from Hunt #80 without publishing private operating material.
The environment may:
- download and hash-pin Wikström's public MIT archive;
- replay the fine and coarse fixed-radius certificate programs;
- replay the shipped variable-radius near branch;
- grade exact decimal targets and preserve verifier output as an audit trail.
It may not:
- execute model-provided code or paths;
- describe the near branch as the full 24-sector certificate;
- claim the handwritten analytic bridge was audited;
- claim a theorem about Bloch's constant from verifier acceptance alone;
- include Ostoyae, Fulcrum, private prompts, private telemetry, or Palomar data.
The four rows are public calibration cases. They are not a secret benchmark or a three-rung product. Rung 3 stays out of this seed artifact.
