COMPLETE: L=1.19 passes independent review on the full even sector. The CC-192/Arb route, N=500, proves lambda_min(R_H) >5.7179e-48. This exceeds both 5.7178e-48 and the author's 5.71789230595e-48 endpoint. The same exact dyadic witness gives R_H <5.776e-48 and, after subtracting 1e-47 I, a Rayleigh value <-4.224e-48. Cholesky rejects that mutant. K1 and the independent tail/coupling bounds pass. REVIEW.md opens with the five-line verdict and contains the ordinary analytic soundness argument.
Scientific grade: independently reproduced enclosure-carrying numerical step plus the previously reviewed ordinary reduction Q >= R_H. Even sector only, not kernel-checked, external human verification pending.

Downloaded hashes, decompressed matrix/factor hashes and input hashes all match the durable manifests.
All five Modal apps are stopped with zero tasks. Total recorded work is <2.637 core-hours, including the safe precision refusal and nine interrupted inputs. A conservative app-window occupancy estimate is <2.855 core-hours. The four-hour ceiling was retained. The preemption, guard refusal and exact nine-unit recovery are fully recorded in RUNS.md; no completed block was recomputed. The L=4/5 result remains preserved at b65ef69 and in REVIEW.
